on the Pastoral Council: History
The
Second Vatican Council called for the creation of “parish
councils.” Parish councils were to serve in an advisory
capacity to the pastor, and were to utilize the many and
varied gifts of the laity in service to the Church as it
continues to carry out the mission of Christ.
Over
time, while parish councils continued to function in this
advisory role, they also became more task-oriented. The
parish council model came to include various committees
staffed by council members who invested a great deal of
time and energy in creating and financing programs and making
them happen. In recent years, this pattern has shifted toward
the creation of “parish pastoral councils.”
Rather than focusing on specific program planning and implementation,
the new model calls for bodies which lead the parish community
in the discernment and expression of its mission. This new
role presents a challenge to parishes: they must redefine
the nature of their leadership and call forth those who
are best gifted to serve in that capacity.

Mission
Statement
We are a Roman Catholic University Parish, whose primary
mission is ministry for the communities of Colorado State
University and surrounding institutes of higher learning.
Our parish includes families and other individuals attracted
to and supportive of such a university-oriented mission.
With the Eucharist as central to our faith, we proclaim
the Gospel through education, spiritual and liturgical ministries,
and with acts of compassion and justice.
Vision
Statement
That John XXIII Parish might manifest the presence of the
Kingdom of God in the university, in the community, and
in the world.

The seven essential elements of parish life are based on
Scripture and Canon Law.
Our
Pastoral Plan is based on the seven essential elements of
parish life. The seven essential elements of parish life
are what make a pastoral council “pastoral.”
They keep councils on track as to what they should be praying,
planning, and deciding about. When the Code of Canon Law
limited the scope of pastoral councils, it freed councils
from being responsible for every issue in a parish, from
organizing bazaars to authorizing contracts for repair work,
from maintaining organizations and calendars to running
fundraisers. Now, the agenda of the council is primarily
to research, consider, and propose for action those matters
considered to be truly “pastoral,” those maters
that directly relate to the seven essential elements.
In
May 2001 the Pastoral Council started looking at and discussing
the seven essential elements of parish life. These elements
would become the basis for our Pastoral Plan.
In
2002, the council began discussion for creating a Pastoral
Plan to provide direction and guidance for the Parish. We
started with the existing mission and vision, and proposed
some minor changes, but did not feel very satisfied with
these changes; the inspiration just wasn’t there.
We decided to work the plan first, creating our priorities
and objectives using the existing mission and vision and
then revisiting the mission and vision after we had our
plan. The first version of the Pastoral Plan was created
at a pastoral council retreat in January, 2002 with Father
Bob Amundsen. During several council meetings in the Spring
of 2002, we completed the plan including a joint review
with the staff. The first draft was published to the Parish
in June, 2002, just before Father Bob’s leaving.
In
November 2002, the pastoral council and staff went on retreat
together to revise the mission and vision.
